Office of Economic and Workforce Development



Todd Rufo is Director of the San Francisco Office of Economic and Workforce Development (OEWD), which provides city-wide leadership for workforce development, business development, neighborhood economic development, film, small business and development planning. Appointed by San Francisco Mayor Edwin M. Lee in 2012, Todd was previously the Deputy Director of OEWD and led the implementation of the Mayor’s 17-Point Jobs Plan to attract, retain and grow jobs as well as train, prepare and connect San Franciscans to those jobs. Todd oversaw the launch of Invest in Neighborhoods, a new citywide economic development initiative focused on 25 commercial corridors throughout San Francisco; the development and launch of targeted sector strategies in manufacturing, technology, biotechnology and the non-profit sectors; the development and launch of new international business development initiatives focused on China, Southeast Asia and Latin America; the update of the City’s economic development strategy; and the launch of an award-winning online tool for small business – The San Francisco Business Portal. He was also the co-recipient of the 2016 James Irvine Foundation Leadership Award for his work in bringing manufacturing back to San Francisco. Todd received a Master’s in Urban Planning in 2004 from the Wagner School of Public Service at New York University.
